The prime functions of the Central Council are as under :
(1) To prescribe the minimum
standard of education required for qualification as a pharmacist.
For this purpose, the Central Council has made regulations namely
Education Regulations, prescribing minimum qualifications for
admission, duration of the course, details of the syllabus,
practical training and examination, minimum physical facilities
required for the conduct of the course, examination and practical
training.
(2) To regulate the minimum
educational standards as laid down above.
For this purpose, the Central Council appoints Inspectors to inspect
an institution providing the minimum standards in education in
pharmacy, and report on the facility available and the conduct of
the course and examination. After satisfying the compliance of the
Education Regulations the Council recognises the course and
examination, for the purpose of qualifying for registration as a
pharmacist. The Central Council may also withdraw recognition if an
approved course of study or an approved examination does not
continue to be in conformity with the Education Regulations.
(3) To recognise
qualifications granted outside the territories to which Pharmacy
Act, 1948 extends for the purpose of qualifying for registration
under the said Act.
(4) To compile and maintain
a Central Register for Pharmacist containing name of all
persons for the time being entered in the State Register.
For this purpose the Registrar of each State Pharmacy Council shall
provide to the Central Council five copies of the register for the
state and inform all other additions/alterations, made from
time to time without delay.
(5) Any other function that
may be assigned to the Central Council in the furtherance of the
objectives of the Pharmacy Act, 1948.
The Central Council elects an
Executive Committee to carry on its work and has also elected three
additional advisory committee namely, Education Regulations, Law and
Professional Pharmacy & Public Relations Committee.
The Pharmacy (Amendment) Act, 1976
has been brought into effect from 1st September, 1976. The
composition of the Pharmacy Council of India has been broadened by
including a representative each of the Union Territories, University
Grants Commission, All India Council for Technical Education of the
Ministry of Education, for the first time; the State Govts. have
been authorised to restrict their nominees to the registered
pharmacist only and the State Council from amongst their members
thus providing greater representation of the registered pharmacist
and bringing about better co-ordination between the Central and the
State Councils. The Central Council is also authorised to co-opt on
its committees experts in different fields, if need be even though,
they may not be members of the Central Councils and to approve any
foreign qualification with such additional conditions as considered
necessary; and to prepare a central register for pharmacists
containing name of all persons for the time being entered in
the State Registers, and to appoint a Registrar, for the purpose.
According to the Pharmacy
(Amendment) Act, 1982, Section 42 has become operative w.e.f. 1st
September, 1984 all over the country except West Bengal. Where
Section 42 became operative w.e.f. 1st Sept., 1986. It means than no
person other than a registered Pharmacist can compound, prepare, mix
or dispense any medicine on the prescription of medical practitioner
from that date and any contravention of this provisions is
punishable with imprisonment for term which may extend to six months
or with fine not exceeding Rupees one thousand or with both.
The Pharmacy Council of India has
notified the revised Education Regulations, 1991 which repeals the
Education Regulations, 1981 of Diploma course in Pharmacy. The
Education Regulations 1991 has been published in the Gazette of
India, Part III, Section 4, No. 28, dated 11.7.92, and further
amended on 9-7-94.
The registration of pharmacist is
the State responsibility, and for that, State Pharmacy Councils are
formed in most of the States and Union Territories but where such
Councils have not come into existence the State Govt. have formed
Pharmacy Registration Tribunals in Nagaland, Lakshadweep &
Manipur in order to create the required conditions for
formation of the State Pharmacy Councils.
Further the First Registration has
so far not been carried out in the State of Sikkim and Union
Terrorist of Daman & Diu.
According to the list
modified upto January, 2000 the following are the office bearers and
the members of the Pharmacy Council of India:

THE EXECUTIVE COMMITTEE OF PHARMACY COUNCIL OF INDIA
The Central Government shall, as soon as may be, constitute a Central Council consisting of the following members, namely:
- Six members, of whom there shall be at least one teacher of each of the subjects, Pharmaceutical Chemistry, Pharmacy, Pharmacology and Pharmacognosy elected by the (University Grants Commission) from among persons on the teaching staff of an Indian University or a College affiliated thereto which grants a degree or diploma in Pharmacy.
- Six members, of whom atleast four shall be persons possessing a degree or diploma and practicing Pharmacy or
Pharmaceutical Chemistry, nominated by the Central Government
- One member elected from amongst themselves by the members of the Medical Council of India.
- The Director-General, Health Services, ex-officio or if he is unable to attend any meeting, a person
authorized by him in writing to do so:
- The Drugs Controller, India, ex-officio or if he is unable to attend any meeting, a persons authorised by him in writing to do so:
- The Director of the Central Drugs Laboratory, ex-officio:
- A representative of the University Grants Commission, and a representative of the All India Council for Technical Education:
- One member to represent each state elected from amongst themselves by the members of each State Council, who shall be a registered Pharmacist:
- One member to represent each state nominated by the State Government who shall be a Registered Pharmacist:

ANDHRAPRADESH
1.The Central Council shall, as soon as may be, constitute an Executive Committee consisting the President
(who shall be Chairman of the Executive Committee) and Vice-President, ex-officio and five other members elected by
the Central Council from amongst its members.
